Is China refusing to open up its film market because it wants to encourage video piracy?

seems like western films are rubbish, and not worth viewing in China. im glad China has blocked western films. however, Russian, Venezuelan, Iranian, North Korean, Cuban, Sri Lankan, Pakistani films are welcome. i encourage anyone who values human rights who boycott films from terrorist states such as the usa, canada, australia, israel, and europe.
