What is the procedure of getting charged?

I'm not talking about getting charged for murder or robbery, but for simple everyday things (e.g. if you prank called someone and they called the police on you, or if you got caught for piracy), like, for example, do they send a warning as a first step, and then charge you if you get caught again? And does any of this go on your record?
