Who gets in trouble? Someone downloading posted music from a website, or the person who posted it?

There are many mp3 blogs where the blog owner posts full album copyrighted music for download. I know that it's illegal to download copyrighted material, but who is the RIAA ,or whichever US agency handling internet piracy, going after specifically? I'd always thought it was the person sharing the copyrighted material, which is how Kazaa, limewire, or bit torrent users got in trouble, where as a downloader you are also sharing, but is the downloader specifically targetted where they are not sharing files, such as in the case of downloading directly from a music blog?
