Is downloading games and movie from torrent sites legal in India?

Downloading torrents of copyrighted material has always been illegal. Almost everything distributed through popular torrent sites is copyrighted, so there's your answer...anything you look at on torrent sites is most likely copyrighted. Getting caught, at least here in the US, has a huge fine associated with it along with the possibility of jail time depending on how much you downloaded and or distributed.
