Where do we find venture funding for an anti piracy business?

It really depends upon the amount of funding you need. The first thing to do is created a detailed business plan. No investor will fund you without it, and you need to create it to see just how much money you need. Check the website www.score.org for a business plan template (free). For anything less than about $10,000, your best bet for money is yourself (personal loan, line of credit, friends, family, etc.). For say $50,000 to $100,000, you should look for an angel investor. The local Small Business Development Center office (google it -- there's an office in about every county) will keep a list of local angel investors. For say $1 million or more, you'll need a venture capitalist (do a web search for software venture capitalist).
